Commentary:

Anyone can file a request. Initial response time isn’t specified by the law, other than “reasonable.” There are no appeals of rejections or redactions (only fees can be appealed). Fees are only for the actual cost of duplication, unless the request will use “extensive” university resources, in which case “reasonable” labor costs can be assessed. The law states: “If anyone requesting public information from any public agency is charged a fee that the requester believes to be unfair or unreasonable, the requester may ask the State Chief Information Officer or his designee to mediate the dispute.”
