Anyone can file a request. There is no deadline for response. There are no appeals, although the Florida Attorney General offers nonbinding opinions for disputes. Fees are for search/retrieval and reproduction. Fee waivers aren’t addressed, but the law says that agencies “may” charge fees, which implies that they have the power to not charge. A lot of journalists and transparency advocates say that Florida has the best public-records law of any state, but our experience requesting animal documents from universities and colleges is so-so at best.
