Commentary:
Anyone can file a request. Initial response time is twenty days. Appeal to the Kansas Attorney General. Before you appeal, though, you might want to talk to the university’s “local freedom of information officer” (this is not the person who processed your request). This is often overlooked, but every agency (including universities) must have an internal (“local”) person who acts as an ombudsman to resolve disputes. Fees are for search/retrieval, review/redaction, and duplication. The law is silent about fee waivers, but it doesn’t hurt to ask for one.
