Commentary:

Anyone can file a request. Initial response time is five business days. There are no appeals. Fees are for search/retrieval, review/redaction, and duplication. However, under the law, universities can charge for search/retrieval and review/redaction only when failing to charge those fees “would result in unreasonably high costs to the public body because of the nature of the request in the particular instance, and the public body specifically identifies the nature of these unreasonably high costs.” Universities can waive fees if they determine that releasing the documents primarily benefits the general public.
