Commentary:
Anyone can file a request. Initial response time is ten days. Appeal to the chancellor of the research office or to the president of the university. Fees are charged for search/”production” (five hours per month are free) and duplication. Universities can waive fees if the request is in the public interest. The only educational institutions registered with USDA-APHIS are the Anchorage and Fairbanks campuses of the University of Alaska, and our requests to them seem to disappear into the Arctic tundra.
