Open Records Law

Name: Hawaii Uniform Information Practices Act

Citation: H.R.S. §91-1 et seq.

Commentary:

Anyone can file a request. Initial response in ten days. Appeals go to the state’s Office of Information Practices. Hawai’i also has an Office of the Ombudsman that investigates complaints involving open-records responses (among other things). Typically you’ll contact the Ombudsman only if an agency is ignoring an Office of Information Practices ruling to turn over records. Fees are for search/retrieval, review/redaction, and duplication (the first $30 aren’t charged). Universities must waive fees up to $60 when public benefit is proven.
