Commentary:
Anyone can file a request. Initial response time is four business days. Appeal to the Nebraska Attorney General. Fees are for search/retrieval (first four hours are free), review/redaction (first four hours are free), and duplication. Fee waivers aren’t addressed, but the law says that agencies “may” charge fees, which implies that they have the power to not charge. Nebraska doesn’t have an outright lab-gag law, but it does have several laws and exemptions that allow universities to withhold and redact animal documents to a ridiculous degree.
