Commentary:
Anyone can file a request. Initial response time is twenty-five business days. Appeals go to a designated person at each university (the university’s response letter will let you know where to send your appeal). The New York State Committee on Open Government can issue nonbinding opinions regarding disputes. Fees cover search/retrieval (first two hours are free) and duplication. Under the law, universities can waive fees, and each one sets its own policy. Response times range from moderate to forever, but when documents do arrive, we get almost everything we requested.
