Commentary:

Anyone can file a request. Initial response in ten business days. Appeal to the state’s Freedom of Information Commission. The law is vague on fees, but it appears that only duplication can be billed. Universities are technically required to waive fees if they determine “that disclosure benefits the general welfare.”
