Commentary:

Anyone can file a request. Initial response time is three business days. Appeals go to a designated person at the university (the response letter from the university will tell you where to send an appeal). Fees can be charged for duplication and staff time. Fee waivers aren’t addressed, but the law says that agencies “may” charge fees, which implies that they have the power to not charge.
