Commentary:

Anyone can file a request. Universities must respond “promptly,” but there is no specific deadline. There are no appeals. Nonbinding dispute resolution for records requests is available through the Arizona Ombudsman-Citizens’ Aide. The only fee is for duplication, and that can include labor charges. Universities are not required to charge fees, so waivers are theoretically possible. Because there is no mandated response time, we’ve found that universities and colleges can be obscenely slow to respond (with the notable exception of Northern Arizona University).
