Commentary:

Anyone can file a request. Initial response time is ten days. There are no appeals. Universities can charge only “direct costs of duplication” and even that can be waived (and often is, in our experience). Most campuses in the University of California system are extremely slow. Irvine, Riverside, and Merced are the exceptions, but the other seven can easily take six months or more to send documents.
